Proxy Information

IMPORTANT INFORMATION FOR ALL DELEGATES, PROXIES, OR DELEGATE SENDING A PROXY - PLEASE READ CAREFULLY!

IMPORTANT NOTE:  2018 DSCC Delegate Dues can ONLY be waived by a signed request in writing, by the delegate themselves, or email from the DSCC Delegate’s email address on file with the CDP.  Regardless of whether or not the Annual Dues are waived, the delegate or proxy MUST still pay the convention fee. 

  • WHAT IS THE BASIS FOR A WAIVER? - Pursuant to CDP Bylaws, Article XIII, Section 1, economic hardship, is the basis for seeking a waiver.

  • WHO CAN MAKE THE REQUEST? - A request to waive delegate dues can ONLY be made by the DSCC delegate themselves.

  • IN WHAT FORM CAN THE REQUEST BE MADE? - A request to waive delegate dues MUST be made in writing and be signed by the DSCC delegate themselves, OR be made via an email sent to the proxy, from the DSCC Delegate’s email address on file with the CDP.  It cannot be made by anyone else.  It must state that it is based upon economic hardship on the part of the DSCC Delegate.  Further, it must also contain the following information:

1.      Delegate’s Registered first and last name,

2.      Delegate’s Registered address on file,

3.      Delegate’s Phone number, and,

4.      Delegate’s signature.

5.      NOTE AGAIN THAT any emailed DSCC dues waiver requests MUST come from the email that the CDP has on file for the DSCC delegate and sent to the proxy for the proxy to print out and bring with them.

  • WHAT IF THE PROXY WANTS THE DELEGATE’S DUES WAIVED? - If the proxy wishes to have the delegate’s dues waived, the ONLY way that can occur is if the DSCC delegate themselves makes the request in the form specified above.
  • WHERE CAN THE REQUEST BE MADE? - After February 15, 2018, and up until the conclusion of Convention Registration, ALL DSCC dues waiver requests MUST be done during Convention Credentialing / Registration hours of Convention.

  • WHAT DOCUMENT IS NEEDED FOR WAIVER? - The proxy MUST bring the signed request with them ONSITE, during  Credentialing / Registration hours of the 2018 Convention.

  • CAN REGISTRATION FEES BE WAIVED? - NO.  ONLY ANNUAL DUES CAN BE WAIVED.  If the DSCC delegate HAS NOT paid their Convention registration fee, it will NEED TO BE PAID BY THE PROXY AT THE TIME OF REGISTRATION.
  • CAN ANY EXCEPTIONS TO THE ABOVE BE GRANTED? - There are NO exceptions to this rule.

 

How does appointing a proxy work?

ELIGIBILITY

1. The proxy must be a registered California Democrat and cannot already be a delegate member of the State Central Committee.

2. If you were elected by an Assembly District Election Meeting, the proxy must be registered in the same Assembly District.

3. If you were elected by a County Central Committee, the proxy must be a member of the same County Central Committee.

4. In all cases, a DSCC Delegate member may NOT also be a proxy holder – no person may exercise more than one vote.

5. In all cases, a DSCC Delegate member should give his/her proxy to a member of the same gender whenever possible.


COUNTY DSCC DELEGATE 
A DSCC member elected by a County Central Committee (DSCC ID # starts with D4) may only give his/her proxy to a member of the same County Central Committee (on the most current County Party Roster we have on file) who is not already a DSCC Delegate member.

ADEM DSCC DELEGATE A DSCC member elected through the ADEM Elections (DSCC ID # starts with D7) may only give his/her proxy to another registered Democrat who lives in the same assembly district who is not already a DSCC member.

ALL OTHERS DSCC DELEGATE All other DSCC members may only give his/her proxy to any registered California Democrat who is not already a DSCC member.

6. Proxies may be filed in advance by 5:00PM on Thursday, February 15, 2018, to the State Party Office using the proxy form above, to emma@cadem.org by scan and emailing or mail to 1830 – 9th St., Sacramento, CA 95811. 

7. Proxy forms, if not file advance, must be submitted on-site at the San Diego Convention Center at the Proxy/Credentials table during Credentialing hours of the 2018 Convention, click here for Credentialing hours.

8. The penalty of perjury statement on the proxy form MUST be signed by the delegate to be valid.

9. It is recommended you give a copy of the completed form to your proxy to bring to Convention, even if you submit a copy in advance.

APPROVAL AND REGISTRATION

10. Proxies or the DSCC Delegate must complete the Delegates 2018 Convention registration process prior to representing the DSCC Delegate.

11. Proxies shall report to the Proxy/Credentials Desk prior to receiving their credential.

12. Dues and convention fees must be paid. Only DSCC Delegate members can request a waiver of dues. Convention fees cannot be waived.

13. Credentialing/Registration ends at 10:00AM on Sunday, February 25, 2017.
